I have added your post to this thread, as we are talking about console versions of The Sims 3 here.
Unfortunately, it's not possible to just merge the games. PlayStation 3 and PC are completely different platforms.
The Exchange for The Sims 3 in consoles was shut down a few years ago, that's why it is not working for you. Offline should work as usual so you should still be able to use the offline features of the game.

I don't know of any plans for The Sims 3 Supernatural for PlayStation 3, but as you know, The Sims 4 is coming for PlayStation 4 and Xbox 1 very soon!
On November 17th, the following packs will be available for The Sims 4 on consoles:
- The Sims 4 City Living
- The Sims 4 Vampires
- The Sims 4 Vintage Glamour Stuff
- The Sims 4 Perfect Patio Stuff
After launch, we’ll be revisiting The Sims 4 DLC lineup to bring some your favourite packs to consoles. We will share more information in the months ahead 🙂
