i have spent a fortune on stuff to down load but eveytime i open the downloads dashboard it freezes while downloading which means i have to close the game down.
but i have to bring up task manager to do it

Did you try downloading through the website instead ? Just close the game, open the launcher, go to your purchase History: https://store.thesims3.com/purchaseHistory.html and start downloading.
Download your purchased content from TheSims3.com; it rarely crashes.
I had this issue repeatedly, so much to where it would freeze my whole game, crash my computer and erase all my progress. I learned to just minimize the game, open the web, do my downloads, then resume playing. It sounds like a pain in the butt, but compared to the former choice, it's much more effective!
