Sims 3 Game Download Issues

I think I've gotten the game mostly installed, but it just won't download. Every time I try I get a message that says it's been paused because it doesn't have permission and to click yes when windows asks. The problem is that it never asks. I can't figure out what to do and help would be greatly appreciated. Thanks!
