Sim's 3 grey map glitch

    Try putting your game to summer only and turn off all the weather effetct to find out if it's a weather effect.

    Your specs look good. Only your graphics drivers could do with an update, especially if your using windows 8.

Oh my gosh, I'm so sorry for wasting your time.  It was just fog. I've never seen it on My game so I wasn't sure if it was a glitch or Weather.

But How do I update my graphics drivers?

Graphics card usually have a program you can check with. AMD should be catalyst control.

Search for check for updates on there.
