@Grac6 Okay, what happens if you move an already downloaded file from Downloads in your old game folder to your new one? Then you can manually open the launcher, click on Downloads, and then check the box and Install. Does this work? Make sure you're trying a download that predates your upgrade; you can see the date created in the Finder.
Also, are you using any third-party apps to manage your custom content? If so, disable or uninstall them temporarily.
