That should clear up the blank Welcome screen, at least. If it doesn't help with the issue downloaing Store content, please let me know what kind of install this is (EA App, disc, Steam, mixed), and whether you've bought multiple copies of Sims 3 or had an EA Play subscription at some point.
@cutegirl199910 The Sims 3 launcher was built to use Internet Explorer regardless of the system's default browser. Now it uses Edge's IE mode. So clear that data to try to fix the issue with the launcher not loading.
