@NaomiHopton You do indeed need University life EP to have apartments. Apartment buildings can be placed in the base neighborhood, downtowns, and business districts, but cannot be placed or made in colleges or vacation destinations. Pre-made apartments can be found in the Lots and Houses bin under the specialty lots tab.
