@Salmonberry-Pie Please test in a clean user folder if you haven't already. Move the entire Sims 3 folder out of Documents > Electronic Arts and onto your desktop, and when you launch the game, a clean folder will spawn with no content. (Your saves and other content will be intact in the folder you moved but temporarily not read by the game.) Don't add anything to the new folder yet; just start a new save and let me know whether the game still locks up in Build/Buy.
If you do see another freeze, please run a dxdiag and attach it to a post.

@Salmonberry-Pie There's no good way to avoid testing all the custom content, but for .package files, the 50/50 method can make the process a lot more efficient:
