Sims 3 Opportunities Glitched?

First I would like to say that I don't have Into the Future installed so this problem isn't related to that at all.

I have been playing with this sim for a while now and at the beginning I was getting opportunities often, but now after leveling up 3 skills to level 10 and 2 or 3 others to level 8 or 9 I havnt been getting opportunities for these skills. Just recently I maxed out my gardening skill but I havnt received the opportunity to get the omni-plant. The first skill I maxed out was my painting skill but its been a LONG while since I have gotten an opportunity for the art skill.

Can someone tell me if this is a glitch and if I am the only one that has this happening?

I have these mods installed:

NRAAS- Overwatch

NRAAS- Story Progression

NRAAS- Decensor

and a body mod.
