Sims 3 Package Mods

My sims 3 game is not letting me add package cc to my game and I've tried so much to get it to work. I have a mods folder with the overrides folder, packages folder, and the resource.cfg. Inside my packages folder are specifically packages. I constantly delete the cache and Backup files, and have uninstalled and reinstalled the folder itself. I have no idea why it's not working. My only guess is that I have a downloads folder with mods in sims 3 pack format, but that's the only possible issue I can think of. Could really use some advice. Everything is much appreciated!

    @ughsamstheworst  The contents of the Downloads folder shouldn't have any effect on whether you're able to use .package files.  What happens when you try to use them?  If you get an error, please post a screenshot, and otherwise, describe what you see, for example the game crashing right away or later, or some weird visual effect.

    Please also list the game version you see in the lower-left corner of the launcher, for example 1.69.etc.
