Sims 3 Packs appear in launcher but uncheck by themselves + don't appear in game

so my sims 3 game was located on my second harddrive which died recently and i had this error saying code when i reinstalled it , which was due to sims 3 still claiming to be installed when it technically wasn't so i had to manually remove it in regedit  and now it installs fine the packs are all there and appear in the launcher its when i try to boot up tthe game that suddenly its only the basegame and i can't find anyone else who has had this problem online because the packs don't disappear from the launcher just my game 

i will note i did download some custom content and mods for it before i noticed this problem and i am unsure if custom content can cause such things

    @rosaide767  Custom content can cause a lot of issues, but typically not this one.  Instead, the problem may be Internet Explorer's cache.  That's where the info about which packs are enabled is stored, along with some other launcher data, even if you don't use IE yourself.  So try clearing its cache:
