Try resetting your user files as described in the factory reset described in this post: http://answers.ea.com/t5/The-Sims-3/FAQ-Troubleshooting-Steps/td-p/714/
You won't loose anything. Just make sure to not delete any files and make a backup.
Try on a vanilla game first to see if you have the same issue.
i have already done a factory reset which led me to this problem in the first place.

But since you have mods and cc, you put stuff back. I would suggest trying on plain vanilla game without mods and cc to see if it works better.

So it runs fine without cc and mods ? Then you either have a bad download or just too many downloads.
Try putting the files back in groups until you get the issue back. Once you do, get rid of the files you put in last and try to narrow down what it is
