@TroyLD Did you change your password and then clear Edge's Internet Explorer mode data, together? It's specifically the IE mode data that matters here.
On a separate note, you shouldn't need to login to the launcher to install Store content. What happens if you try to download the content without an active login? If you get the "you do not own this content" message, try downloading an item from its product page instead of your purchase history, and refresh the product page a couple times if you still see the error.
I didn't see an IE mode data option? I just went to Edge's settings and selected clear browsing data and clicked all the boxes.

@TroyLD Go to the Store site:
Sign in on that site, load your purchase history (Store > My Store Account > Purchase History), and you'll see everything you've bought. You can download from there, usually without signing into the launcher. I've never had to on half a dozen systems, although some people report that they're asked for a login when they try to download from the website. If that's the case with you, try a different browser. Firefox has always worked well for me with the Store site.
