Sims3 wont launch with error appearing

@Czarpais  MSVCP100.dll is a component of the 2010 runtimes, so please uninstall your current versions, if you have them, and install new ones.  Click Windows key-i, select Apps, scroll down to the Microsoft Visual C++ Redistributables, click each 2010 version, and uninstall.  Don't touch any other versions.  You can get fresh copies here:

You may need both the x86 and x64 versions, but skip the ia64 version, which is for a different class of device.  Restart your computer and try again to play.

If the game still won't open, please repair it again.  You can skip the Lazy Duchess Alder Lake patch, which your computer doesn't need.

If you still can't play, please look for new errors in the Reliability Monitor.  Hit Windows key-R and enter "perfmon /rel" without quotes, and you'll see a chart of errors and updates with a column for each day.  Today is on the right.

Look for an error that happened at exactly the time of your most recent attempt to launch Sims 3, specifically after doing all of the above.  If you find one, double-click it to see more details, then copy that info and paste it into a reply here.  If you don't see a new error, check back in an hour or so—the Reliability Monitor doesn't always update right away.

First off, thank you so much for reaching out and helping this has been driving me insane. 

second I did all the steps and the msvcp100.dll error no longer appears but instead the error 

"The application was unable to start correctly (0xc000007b). clike OK to close the application. " 

I've tried doing the reliability monitor and waiting for a while but it has not popped anything up for more than 3 hours. 

@Czarpais  This new error doesn't necessarily generate a report in the Reliability Monitor, and it's specific enough on its own, so don't worry about that part.  It's also an aggravating error to try to fix, unfortunately: not enough information to find a cause, and stubborn.  So it might take some experimenting to address it.

First, please run a couple of basic checks of your Windows system files:

• Hit Windows key-X
• Choose either “PowerShell (Administrator)” or “Windows Terminal (Administrator),” whichever option is offered
• Inside the window that appears, copy and paste “DISM.exe /Online /Cleanup-image /Restorehealth” without quotes, and enter
• The system will start validating soon. If it throws an error, please list it here
• After it reaches 100%, hit Windows key-X again
• Again, choose “PowerShell (Administrator)” or “Windows Terminal (Administrator)”
• Inside the window, copy and paste “sfc /scannow” without quotes, and enter
• Post the message you receive here

Restart your computer, hit Windows key-i, select Update & Security, and click the box to check for updates.  If any install, restart again afterwards.

Next, please uninstall and reinstall .NET Framework 3.5.  Hit Windows key-R, enter perfmon /rel in the run box, click "Turn Windows features on or off," and you'll see .NET 3.5 near the top of the list.  Click the filled-in box to uninstall, restart your computer, and repeat, clicking the now-empty box to reinstall.  Restart again and try to play.

I have done everything in order no updates had popped up and no error had popped up during validation. 

the message from the scan now was 
"Windows Resource Protection did not find any integrity violations."

there was no turn Windows features on or off in Perfmon but I looked it up on my Windows search bar and a list did pop up with .NET 3.5 at the top. i did exactly as said and tried to play the game after the restarts with the same error message, unfortunately. 

@Czarpais  Sorry, I got some wires crossed and meant appwiz.cpl.  But you figured it out anyway.

Since it's a simple test, please create a new admin Windows account and try playing there.  Make it local, as in, don't link it to your Microsoft account or any email address.  You'll be able to (try to) launch Sims 3 without reinstalling anything.  If this works, the problem is something about your main account; otherwise, it's more global.  In the second case, please let me know what antivirus you use.

sorry for the long time no replying, I didn't do any of the stuff and gave up just using sims4 for my needs. 

recently with the sims3 update, I decided to give it an update and the game started working. I was so shocked that it started up but I've also heard the sims3 update may have new bugs along with it so I will keep that in mind. thank you so much for all the help. 

@Czarpais  The new Sims 3 update brought exactly one change to the game itself: it fixed an issue where the game wouldn't start on some newer Intel processors.  (Your AMD CPU was always unaffected by this issue.)  There are no other material differences.  However, the update would have repaired the game install, and it also reinstalled some runtimes, so perhaps that's why it started working for you.  In any case, the important thing is it's working, not why.
