do you mean the diner, the grocer the police station the bistro   ? those should be in build/buy  when you click on the empty set the lot type to no visitors allowed then in the build/buy  community lots the shop looking icon then place for example the island bookshop i just went into game to grab some screenies for you and landscape as you  wish  then back to game once done and the lot should then show the commuinty bookshop map tag

if tha is what is missing let us know so to seek assistamce for you

What I meant was that, while the commercial lots appear in my Installed Content, they don't appear ingame on the Commercial Lots strip.

the lots do not appear in other world or in the libiary you have to save them to the libiary via edit town in sunlit tides go to edit town clcik on th lot save a copy then in another world your in go to edit town and place  a copy of the lot in your game  the ones in the images i showed you are for if you want to build your own lot using the rabbithole shell in any other world and you landscape it yourself
