The sims 3 question
I'm looking to buy a new desktop.would this desktop run the sims 3 smooth and without lag at high settings? And would it also run the sims 4 at high settings? http://m.bestbuy.com/m/e/product/detail....

The limiting factor in that computer is the graphics card - it has an integrated Intel graphics, which can only play at low-medium or medium settings. My advice for a computer that can play the games at the highest settings would be an Intel Core i5 processor, 8GB of RAM, and an NVIDIA GTX 750 Ti or AMD R9 270.

Depending on the type of game, often the graphics card determines what settings you are able to play a game at. My philosophy is that generally pre-built computers with mid to high end graphics card will often have suitably powerful processor and RAM.
Because The Sims 4 is simulating and doing a number of calculations, a processor with more cores is very useful for the higher settings. I would say for this game, the processor and graphics card are of equal importance for performance.

That is definitely a better choice for both of those games. From my experience, that computer should be able to play The Sims 3 at maximum settings, and The Sims 4 at high / high-ultra settings.
