Unfortunately you cannot easily upgrade that computer with the GTX 750 Ti. It is an all-in-one PC, which means it does not have the space available or the compatibility with that graphics card.

It would probably run The Sims 3 with all expansions at low-medium settings, and low settings in The Sims 4.

This should be able to play the game at high settings in both The Sims 3 and The Sims 4, even when EPs and patches are added.

So what you're asking for is an "All-in-One" PC where all of the computer components are inside the screen's casing. And the short answer is that for $1000, you would not get an All-in-One PC that can play The Sims 3 and The Sims 4 at the highest settings with all the EPs and patches factored in.

I have numbered your questions to make the answers simpler:

1 - For the most part, there probably won't be any problems with running The Sims 4 at low settings on this computer with the base game and EPs. However, CC can cause problems on any system, as not all CC is compatible with other ones. But even then, that computer still has integrated Intel HD graphics, which have caused problem with The Sims 4 in the past, namely the Deformed Baby bug that seemed to affect a number of Intel HD graphics owners. So I cannot say for certain that you won't have any problems.

2 - As EPs and patches are added, even higher end system will notice some performance loss. Because that computer has integrated graphics, and also how with The Sims 3, people with integrated graphics had very laggy, choppy gameplay when installing a number of EPs.

3 - The difference between Ultra and Low graphics settings are much smaller than they can be in other games, and probably not as bad as The Sims 3. But there is definitely a difference, but if you're more interested in the gameplay, I doubt it will be a large nuisance. Low settings still look good.

4 - Generally when we are talking about gaming systems, we are on about computers with dedicated graphics. Comparing the graphics requirements for The Sims 4 with other popular games released in the last two years, TS4 has lower minimum requirements. Therefore, I would say that this computer is not a good choice if the primary purpose is gaming, as you only have integrated graphics.

It should be able to play both games at low settings, but I can never guarantee you won't ever have problems. And you cannot upgrade the graphics on an All-in-One computer.

You may be lucky and be able to run The Sims 4 and The Sims 3 at higher settings, but due to the fact that these graphics are integrated, in more cases people have to play at lower settings. Read this article to understand why.

The first one you posted has a better graphics card, whereas the second one has a better processor. Also, are you aware that the one you linked does not come with a monitor?

One of the best reasons to build a custom-made computer (may it be yourself or through a customiser like CyberpowerPC) is that you have quite a number of options in the future if you would like to upgrade. If you choose the computer in the link, you can pretty much upgrade or change whichever parts you like in the future.

I would not suggest buying the Intel Core i7 4790K, as this processor is more designed for users who are doing video editing or handling other media, and will not make The Sims 3/4 any faster really. The Core i5 4590 that I have chosen would be perfectly fine for the highest settings in both games. But you are free to upgrade the memory to 32GB or upgrade the graphics card, however you won't notice much performance difference if you are upgrading from 8GB of RAM, and I've already chosen a graphics card that is very powerful. But as I said, you're free to upgrade whatever you like in the future - I would perhaps definitely consider choosing an SSD as well as a hard drive when you buy it, for quicker speeds.

I think for you, Windows 8 will be the simplest option, as the support for Windows 7 will be ending soon. The main difference is that Windows 8 has both desktop and what's known as "metro" modes.

You can change to the Intel Core i5 4690K if you wish, but unless you plan on overclocking this processor (which is perhaps hard to do and has many risks for those who don't know what they're doing), you won't notice any improvement in game performance. The monitor does not come with speakers, but the speakers found in most monitors are rubbish so I would recommend buying external speakers. And the Windows 8.1 (Windows 8 by itself is no longer available) only comes with a free trial.

By the way, the deals from the Veteran Day Sales are over now I believe.

That is correct. The license for Windows 8.1 is indefinite, whereas the license included for Office 365 will only last a month or so (and therefore is only a trial product).
