Here would be my recommendations, depending on which size suits you best.
I personally like my 24" monitor, but it is much larger than your average monitor. Also, I know ASUS isn't one of the brands you suggested, but they make among the best monitors and are high quality.

Unless you require your desktop to have wireless (like laptops do), for example you cannot connect directly to your internet router, then you won't need an internal wireless network card.
I haven't heard of the Spectre brand, so they may or may not be right. If you're worried, stick with one of the ASUS models I suggested.
Seeing as its not yet Black Friday, some days the deals will be better than others. In theory, when its Black Friday weekend, you may see some really good offers (or on Cyber Monday, three days after Black Friday). CyberpowerPC are basically doing a Black Friday month, in order to get as much sales as possible and get money.

That is correct - the wireless network card allows you to connect to the Wi-Fi wirelessly. That model looks good, and will allow you to connect Bluetooth devices such as keyboards.
I personally think either CyberpowerPC or Amazon is convenient enough. Maybe order the monitor first, so you don't have a PC sitting there without a monitor. But you can usually get better value from Amazon.
And no, the features in 8.1 Pro are not useful for most people and not worth the extra money.

The ASUS VS247H is a very good monitor, so feel free to buy it. There is no best cheapest monitor and reality, just lots of good choices at lower budgets, and that monitor is a good choice.
You can think of a power supply like the trunk of a car; you need a larger one if you're trying to transport a lot of things, or very large things. If you have parts that need a lot of power, then you get a larger power supply. A power supply that is 550W is the sweet spot for most computers, and the NZXT Hale model is a good choice.

Yes, that is a Bluray disc drive, so can play Bluray, DVD and CDs.
And The Sims 3 should look better, as that image isn't of great quality.
