Hello there, I had bough Supernatural when it first came out and just bought Seasons. Iv looked all over and cannot find where I can download The Weather Stone ☹️ Can someone maybe give me a link to where I can download.

You don't need to download it. It's already in your game. It should be unlocked by having the two EPs installed and the stone should be placed automatically the first time you start the game.
