So is there any way to change a toddlers outfits after you are out of the Create a Family?
Yes, toddlers are able to plan their outfit on the dresser like any other Sims. To choose a different category for them, you should have an option if you click with a teen/adult/elder on them.

I believe you have your todller highlighted and then just click on the dresser for the options
