Trying to redeem a steam sims 3 complete collection codes

I bought the full collection on steam yesterday. In order to make my sims store content work I wanted to redeem all my steam expansion packs with EA. All was going well until it stopped accepting any, saying I had put in too many, so effectively I am being penalised for buying too many games at once. I left it overnight assuming I could try again this afternoon. Its still displaying this when I try. I reached out to customer service who told me they can't help and just to wait but obviously this is intensely frustrating. Do I need to do anything extra or is there some rule about not buying too much from EA?!
