I'm getting the same or a very similar error. I am trying to get the base game to even come up, and not to mention seasons and generations!!!
have you tried run the game/launcher administrator once you give admin rights restart the computer

Finally got it figured out.
Went into the registry, but instead of just deleting a few keys that people had mentioned I deleted every last one that mentions the sims 3 or it's expansions.
