Does your user profile have admin rights ?
It might make a difference. Did you try starting the game from the admin account ? Or at least start it as administartor ?
Another suggestion would be to use ccleaner on your computer to clean up any left over references.
The user profile will sometimes ask for a the admin password to do stuff. But I've tried running Sims3/Supernatural on the admin profile, with the exact same results as noted above.
What is ccleaner?
ccleaner loaded and run. Aaaaaand....the same results.
Could you run your DxDiag from your admin account to see if it's any different
