It's actually a bug.

I've tried that and it didn't work =\ It isn't in a club either; it's in my Sims' home, the satelite speakers for the stereo. I figured it was a bug because I've seen others complain about it in the past, I just wasn't sure if it was being worked on or if there was a solution I hadn't tried other than to glare menacingly at the wall speaker every time nothing comes out of it.
I don't think it was fixed or anything.
Maybe there are other solutions around I'm not aware of though.
