where do i put the framework file when i download it !! or do i need it

oka i need help understanding a few things please. i have played sims3 for years and just learned about mods and how to download them and make their folders and how to unzip them. but when i downloaded a mod it would not work and i looked online and it said i need the framework setup and a override folder !! right now everything was working find i have my folders setup mods-packages and have the resource file downloaded please can someone explain to me what i need to do and if i really need this framework file and override file ???
