[FIXED] Transfer button in Manage Household grey out (transferring not allowed)

Same, can confirm on the Series X. I have install patch 2.1.6.2300. I was able to transfer sims to "new" households and now because of the update, can't anymore. I can only do it with "existing" households. I own all packs except for: Eco Lifestyle, Lovestruck, Growing Together, For Rent, My Wedding Stories, and Life and Death. 

Yes, this just started happening tonight after the patch.

I have all EPs except Lovestruck, L &D,  have all GPs, SPs and some kits.

I removed mods when testing and I tried with an existing save and a brand new save and got the same result. I thought I was losing my mind at first! I'm on PC.

I can confirm the same thing when trying to split and merge to a new household from manage worlds.

Edited to add, I tried doing it at the household level and it would let the sim initiating the split create a new household, but I couldn't bring any other sims (I tried with one of the two children) with them (just adding as an FYI, since the work around is to just do it in two steps, create the new household first from the household level and then go to manage worlds to add the other sims to the new household). 

Note my game version is PC: 1.110.265.1030 DX11, playing with no mods/cc, I repaired the game after the update and I have all the packs and kits.

Whenever I start a new save (which non-coincidentally always seems to be when I need a mod-free vanilla save after a game update), I will drop into the world NPCs (e.g., mail carriers, pizza delivery, etc.) that I have given makeovers to in the past. In my library, I keep households, each with 8 of these types of service NPCs that I place in a lot and then evict one by one in manage worlds via the sim transfer option, i.e., selecting "create new household" and then dropping one sim at a time into a separate household with a portion of the original funds. 

However, after today's update, I could not do this. The arrows that allow you to transfer a sim into a "create a new household" are not selectable, and a message says, "Transferring is not allowed."

Am I missing something I have never missed before, or is this a potential new bug?

Yes, I'm having the same issue. I did not have this problem playing after the previous update, but with the patch today suddenly I cannot transfer sims. I'm on PC and have all packs installed and do not have mods currently enabled.

Edit to add - I also tried to have my sim use the phone to move out and split household and it didn't work from there or when in manage world mode.

I have this issue since the patch. The game will not allow transfers of a sim from a family to create a new household as a single. I can move sims into another household, either played or unplayed.

What happens when the bug occurs? Try to move a Sim of the correct age (teen/young adult/adult/elder) to a new household using the 'Household split and merge' tool, but the transfer button is blocked. I never had this issue before the update.
What do you expect to see? The button should be enabled, and I should be able to create a new household with the selected Sims like before the update.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
