Charity Shop / Thrift Store
In the real world I buy most of my clothing second-hand as I love vintage clothing from the 1960s/1970s, I know this isn't unique, a lot of people do whether they love vintage or just love the planet and choose not to buy new. I don't play as myself in The Sims but would love to create a retro loving character stuck in the 1950s/1960s/1970s.
We have the flea market option but I'd love to see the possibility of opening a second hand shop/charity shop/thrift store full of vintage clothing and even furniture with a few items popping up from The Sims/2/3. It could fit under retail or be an addition to the flea market with a couple of clothing rails or tied in with the eco pack. The knitting pack already shows locked clothing when you change a sims outfits and this could work in a similar way, just as flea market furniture is locked. It could even be a charity shop/thrift store that would allow sims to volunteer in, okay they won't get paid but would earn the retail skills prior to forking out for their own store, teens volunteering could also gain empathy. Those that want to profit from vintage could open their own store and set their own prices. The quality could also vary but (this might be a big ask) there could be a repair skill or linked in to knitting that allows Sims to repair the vintage clothing they've bought, they may then choose to sell it on via Plopsy and make a profit as they've improved the quality of the item.
