I've almost never seen the term used for 4-year-olds, and I've often seen it stop at 36 months (just turning 3) - I just looked up a pile of definitions from a range of different types of sources, and they almost all stop at 36 months. For me, 3- to 4-year-olds look very different from younger children, and I'd have a hard time making the leap to seeing pudgy toddlers doing 4-year-old activities.
I guess it depends on where you live and how you base your guidelines. 3-4 can also be considered preschool age, but since it's compulsory and not mandatory, then it doesn't fit. The difference between a 1 year old and 2 year old is huge, same for 2 to 3 and then 3 to 4. Those are the biggest developmental years of a child's life. And during those years they still are not fully cognitive or have complete control over their muscles. Most kids under 5 cannot hold a crayon correctly or sit still for long periods of time. They are constantly learning.
And they're not all chubby. Mine sure weren't. One was a dainty little bean sprouts and the other was a toothpick with a giant head. LoL...neither one ever had a pair of pants that would stay on even with those elastic bands pulled to the max. They needed suspenders.
