The fact we don’t have more customization for the seasons is the biggest reason I haven’t bought this pack despite badly wanting a lot of the other features. I rather be able to disable seasons of my choosing partly so I can have a break if I get tired of the seasons changing and partly for creative reasons. I think it would be fun to say make Ravenwood eternally fall if we wanted to while Willow creek is eternally spring. You could apparently disable seasons in previous sims games to have more control over them so I don’t see why we can’t in the sims 4.
Everything else you listed are complaints i’ve heard about the pack since it came out and they are another reason I hesitate to get the pack.
I remember even for Sims 3 I requested, a Season option/toggle to have Seasons without seasons LOL.
Some worlds I wanted rain/fall only weather for example for a storyline, but constant freezing/hail/light snow kept happening (I personally live somewhere very mild (coastal temperate rainforest) and fall is like mild rain, we rarely get frost let alone full freeze in fall (or even in winter)).
So I think customization per world should have been on the devs radar since Sims 3, but missed the opportunity.

It really is a missed opportunity. Controlling the weather and seasons more for storyline reasons would be so fun.
I’m in an area that deals with a lot of winter and short everything else lol. Speaking of since I didn’t mention it in my original comment I really love the original posters idea of adding igloos. Building those tends to be a pretty popular winter activity in a lot of places whether is just for fun like say in the backyard or schools yards or for competitions (same goes for snow sculptures)so it’s really disappointing they weren’t added.
