I'm struggling to understand what the feedback is that you are trying to put across here. I play The Sims 4 on both a desktop PC and a gaming Laptop and I see 0 difference between the two. They both output the same level of detail if your system can handle the settings all at max. It is likely that you might have Laptop mode turned in in the graphics settings and this might be making your game look different. If not then I'm not sure but the games graphics are the same on PC & Laptop.
In regards to some videos you've been seeing on YouTubers videos. A lot of them put shader overlays in their games and this can change how the game looks. This is not something The Sims 4 has built in and you would have to do that externally.
If you're using Nvidia you should adjust the settings in the Nvidia Control Panel and Nvidia app to High Texture and Edge Enhancement high quality to get the best graphics quality for The Sims 4 and all other games Enable Smooth Motion in the Nvidia app to improve game performance and shader settings Choose High Speed 100g or Infinite for high GPU cache performance

Not using Nvidia settings reduces the game's graphics quality you'll notice the difference immediately when applying the settings

I have to disagree, again from my experience the game runs extremely well for my with my settings the way they are. I play it in 1440p at 144hz with DX11 enabled.
