Agreed! And this is not the only pack with this weird feature. I would love more trees to choose from, and while, yes, I can just find it in debug/live edit, those plants don't count towards eco-lifestyle points, meaning if you want an eco-lot you need to put other trees there too to make it work.

YES hardly any BB content seems to count towards eco-lifestyle points in the later packs.
