Add Sulani Festivals Notifications (and Toggle)

I've been wishing for this too. Unfortunately, they said in the Discord chat yesterday that the Sulani notifications aren't an easy fix because they never existed in the first place (this surprised me! Definitely someone dropped the programming ball when making Island Living), so they would have to create them from scratch. Reading between the lines this means not a big priority to fix at the moment (but maybe could still happen one day???) 🤞

There was a mod a long time ago that popped them up. No idea if it still exists. I remember using it when Island Living was relatively new and it was helpful, but I removed it after I memorized them and didn't need it anymore.  Of course now I can't remember anything about those Sulani festivals. LOL!!! Official notifications with a toggle would be nice!!! 😄
