I guess it's because they want the game to be more accessible for casual players but I think even casual players like more gameplay and challenges in their game so I think they could add some more game progression requirements
Becoming a fairy could require you to be good friends with Mother Nature, maybe also requiring you to have completed some quests or be good friends with a few people in Innisgreen. Scavenging on the ground could require you to craft some tools first with the handiness skill (which could also add progression in what items you are able to scavenge with different tools), I dunno, we have so many skills in the game and social interactions so they could add more progression by having more skill and social requirements.
There does seem to be some progression though, with the natural living skill and also brewing remedies, so I guess that's something.
Yeah simply having to have done a quest for each person in Innisgreen, or even doing a few quests each, or- get this- having a quest LINE that you have to follow? Like how hard can it be. Those quests are tracked per household I think so maybe not ideal for a house of multiple wannabe fairies but then you can just give the first the power to distribute it to their household.
It seems like they just completely glossed over the "how to become a fairy" part and saved making it until the budget was gone!
