CC and Mods for console

I want to know if there will be any chance of Xbox having the ability to download mods and cc for gameplay this will make a massive impact on gameplay and, help to improve gameplay and change it up. I think it’s only fair that us Xbox and console users get the chance to also use cc and mods for our gameplay, can someone let me know if this will happen.
