A new problem with this arose. Sims not only automatically start with body hair growth enabled, but often the game resets existing sims to grow body hair. It is annoying to have to constantly use a cheat to get to the cas to reset these back to no hair growth. It seems to also happen when new outfits are added.
Have you tried to rregiser it on the Bugs forums? It really looks like it's a bug.
