Does the "For Rent" sign automatically attract tenants?

In the For Rent DLC, if I put a For Rent sign outside after setting everything up, will it automatically attract potential tenants? Or do I have to manually put people in via the menu? I would like to have a more realistic approach where potential tenants come to ask for a unit. Pretty much like how in the Discovering University DLC if you put up an ad for roommates they automatically come to your house, and you can accept them.
