(DU) Add Phone Option to Reclaim Lost Diplomas

Graduated Sims should be able to request a replacement diploma through their phone. When importing Sims into a new save, the diploma object is lost even though the degree remains. Adding a way to retrieve it would be a valuable QOL feature for players who want continuity and proper recognition of their Sims’ achievements.
