Dynamic Lighting (A reason for lamps)

I have an idea for elevated lighting options to make the game feel more realistic and give builds a more dynamic and cozy vibe to actually live in. I don't know about the rest of humankind, but personally I have different light sources for different light levels at different times of day. Like how the big light is for productive mid day when it's dark and rainy, but soft low light lamp is for winding down with a book just after dark. As it stands, when clicking on lights you can turn them on, off, or set them to automatically switch on when a sim enters a room and off when a sim leaves it. I would like to see 2 more options in that wheel. One that says "Dynamic Lighting" (this is essentially advanced "on" mode) and one that says "Advanced Auto Settings". The key difference between just having the lights on or set to auto that these options would introduce is a selection of toggles corresponding to the 4 times of day that we can switch between in build mode. We know from the trespassing features on front doors that it's possible for the game to code in multiple toggles for a single object, so if desired the player could select a specific light to only be on during the morning and evening but not in the middle of the day when the sun is brightest. Since there are only 4 times in build mode to switch between I figured that would be easier to code the light timing to than selecting each out of the 24 hours in a sim day. With a simple even division of six hours across those 4 day portions morning could be coded from 3AM-9AM, afternoon from 9AM-3PM, evening from 3PM-9PM, and night from 9PM-3AM. It doesn't have to be those times specifically, that's just an example to explain how if a light was set to only automatically turn on when a sim entered a room in the evening, it would only turn on between the hours of 3PM-9PM but not if the sim walked in at noon. I hope since this is an adjustment of existing mechanics that it won't be too hard to create, but I don't know the first thing about coding so I wont be surprised to hear if it can't be done.
