I don't think they should be free as other players deliberately bought packs at the point of release and at full price to get the bonus content. But I do think they should be made available for a nominal fee. I'd like the option to purchase the ones I've missed.
Maybe they could make a kit from them? I'm just also bring this up because almost every single time without fail people are having issues with the items not being in game despite having purchased within the timeframe and having to go through customer support to get 3 items to show up. I personally think they should just handle it like they did for the happy at home login event.
