OMG i loved the idea of expanding the eternal flame lore and how it could bring Strangetown (TS2PSP) and Midnight Hollow (TS3) vibes. I don't think they'd add the occults we already have but i can see them adding/fixing things to them.
Sometime ago i shared ideas of how Minotaurs could be added to the game and some of them were how they could be an experiment with cowplants or result of moocasters magic to use along with werewolves against the vampires.
For Zombies i'd prefer an haitian based pack, because it'd be a chance to bring more black latin representation to the game, but i don't really know if Maxis want to represent black latin people, so... If Zombies are included in this pack i think they could be placed as vampires soldiers, since usually zombies are usually used for armies and in Haiti zombies are usually under slavery problems.

the Zombie occult is for vampire spellcaster werewolf as they are a support occult to them i think it would be easier to program to have Vampires Werewolfs Spellcasters Life state included and to avoid the problem of needing 3 game packs my first pet stuff you don't get the world Forgotten Hollow Glimmerbrook Moonwood Mill vampires get plasma orange juice packs Vampire death by Thirst weakness does not conflict with any powers Minor Vampire 3 weakness that is highly punishing at Tier 1 to 3 Minor Vampire does not conflict with any powers Tier 4 Master Vampire gives you no weaknesses cancel out the Minor Vampire weakness does not conflict with any powers Tier 5 Grand Master Vampire buff you does not conflict with any powers and Vampires Werewolfs Spellcasters Life state live in the dead zombie world too to gain power most fail and die graveyard but few do make it and get forbidden knowledge and are are more than 5 Vampires premade 5 Werewolfs premade 5 Spellcasters premade all can turn into a Vampire or Werewolf or Spellcaster
