Pull a Stellaris and move some DLC into the base game.
The earlys stuff packs are really small and not worth the price. I think the first 3, luxury party, perfect patio, and cool kitchen should be brought into the base game for all players to use. Stellaris did something similar not to long ago, making the Utopia, Humanoids, and Synthetic Dawn dlcs available for all.
