Re-Enable Memory Boost Toggle

If your PC doesn't need the Memory Boost, all it does is cause simulation lag. My sims will stand and stare for hours at tasks without doing them, have to be told to do something 3-5 times before they will actually complete the action, and will not stop doing autonomous actions without a hard right-click reset. This was never an issue before the Memory Boost was forcibly implimented. I do not use mods or CC, and never have. I have repaired my game, done a clean install, tried playing with 1 sim or 8 sims, in untouched or fully custom worlds. It is an issue across every save. Memory Boost should not be hardlocked in and should've remained as a toggle. Right now it renders the game unplayable.
