Yes, the confident bonus to use the scare interaction surprised me too. I think Playful mood is the biggest culprit TBH.
As a test I tried to make Proper Sims have -100 priority on the Mischief social interactions I could find (because my game my 2 "Propers" were spam learning/using these social interactions, usually from lying about career). But some how one, who I think was in a playful mood (caused by Moody Shrub), still managed a Mischief skill up (unless it was from an interaction I missed to update, but I missed what she actually did).
I am going to try to see if I could ween at least Proper/Good/Mystical/Dislikes Mischief Sims away from doing Mischief autonomously as a file tuning project. See if I can stop at least those from autonomously doing these interactions.
Fun fact both Mystical and Disruptive (regarded as Rogue in the internal files), were not given a trait priority at all (so mood/relationship/etc. would in theory determine use?), they aren't even on the list. So I added them as a Disruptive Sim would be more more inclined to do these social interactions, and I assume a Mystical wouldn't be as they are about helping/balancing other Sims.
