I doubt they'd make a Stuff Pack for these characters, but with enough interest they probably will try to slowly add them in through future packs. There has been much speculation of "A Sneaky Sim" coming back as of late.
Recently, I have been wondering about certain "Special Character" Sims being tweaked into "Real NPCs". This addresses the "Tragic Clown" thing, but also a few other characters presently in the game. Yes, bring back Sonny and not a generated, randomized Sim stuck in the Tragic clown suit. The one who has a "Name", set traits, an aspiration and can be a menace. (Loved how The Sims gave him more than one trick. I don't miss the coughing, though.)
As for the other characters I mentioned... Give the same "Real NPC" treatment to The Flower Bunny, Grim and Patchy. Make them NPCs like how Mimsy, Bernard, Guidry and Temperance are. Give them set attributes, make it so they are always them and that some new random doesn't suddenly appear simply wearing their costume. The last two mentioned things should be applied to Father Winter, the Night Wraith and Bonehilda.
There is something to note about the Genie, though... with the Wishing Well from Romantic Garden Stuff and the Well of Longing and Regret from Life & Death... Rather than The Sims Genie, perhaps the Sims 3 Genie should be looked into.
