Yes in France we make and eat crêpes on Candlemas. We also eat crêpes and galettes bretonnes pretty much any time we want. We like them so much that most cities I've lived in have crêperies (crêpes restaurants) or foodtrucks selling them.
From what I know of TS4, the closest we have to our crêpes are the icecreams in Snowy Escape. And less closely, there are the pancakes in the base game.
No one that I know personally lights up candles on Candlemas. We're more or less secular and we mostly just keep the parts about food from most religious traditions. But from what I've read, people used to light up candles at their homes to repel bad luck. Altar candles are a thing though, on a lot of occasions.
