I kind of wanted something like a cross between a Gelato Shop and an old time Soda Fountain.
So the Ice Cream is detailed and decorated like they do Gelato
But with the Old Time Soda Fountain's Interior Decor Charm and the Menu.

A sit down icecream shop would be nice. I have made a few in my game with the ice cream machine we currently have in game. I think it would be nice if they gave us an icecream display counter and we could display it like in your gelato picture instead of the closed tubs of icecream. My suggestion is more like a quick, on the go, option to get the icecream cones. In summer we have these pop up around the city as street vendors in places where there will be lots of people like the park, the metro, the farmers market, etc. It's not fancy so there will be no decorations on the icecream.
I know dear. I'm familiar with hot soft serve works. I wouldn't be opposed though if they re-introduced the Ice Cream Truck in addition to an Ice Cream Parlor that shows up in Summer driving slowly playing a little jingle in neighborhoods and shows up at the Community Parks. I like in how little kids run up to the truck with their money and how happy they are. I would love how sometimes the little ones yell "Ice Cream, Ice Cream" that would be very cute in Simlish. Now that would be the best of both worlds indeed. Our neighborhoods are dearly in need of a bit of flavor, randomness and a bit of childhood whimsy.
In the Sims 3 the items you could purchase were

We would need working cars for icecream trucks in TS4. 😁 Maybe they could drive a bike with a cooler box and umbrella stand.
