After looking at the personality traits in the internal files for packs... I gotta say there is definitely multiple quality curves (or improvement evolutions depending on how you look at it).
For Rent and newer there is definitely the higher effort and quality that is noticeable. Then Horse Ranch to Island Living it starts to have even less substance, and older than that some traits are very minimal. Multiple older packs didn't even transfer Whims into Wants. Traits that should increase skills don't appear to do so (Like Dance Machine does not have an increased Dance skill advantage multiplier).
Pet/animal enthusiast traits are very blanketed (it looks like +% to pet relationships is all pets not specific to type) with just their own buffs but similar cookie cutter buffs.
Some traits are just soo/too niche, unless you are specifically playing in that world or lifestyle they are next to pointless. This would be great if they made these more versatile.
