TV on/off so it can be on in the background, and volume adjustable

I miss the way the TV use to work in older sims games, where it could be turned on and watched, but it wouldn't be turned off unless someone specifically did that interaction. This made it so if a sim walked away from watching the TV to do something like talk to someone or grab something to eat, the TV would still be playing in the background like we would have in real life, and other sims especially toddlers and children, could come into the room and continue watching TV. The sim who temporarily walked away could also come back and resume watching once the small side task was done. It also meant an adult could turn on the kids channel and it would be available in the background of the kid needed some fun, they would just go and watch it. You could have the TV set to soft, medium, or loud volume - if it was soft it was less disruptive to the sims, especially if they were doing other tasks in the same room, however if it was loud, your sims couldn't go to sleep even in another room. You could be careless and leave the TV on quietly all night, but you realised you messed up when the next lot of bills came to the letterbox. I think a little change to the way this one object works could beathe life back into a family household, especially when we've lost a lot of communal things for the family as the world's progressed, like the landline phone or the daily newspaper.
