Yeah i agree with you. I think the pack didn't achieve its full potential, at least compared to other game packs. I've also suggested many things to make the game more deep amd complete, some of them are:
Better town square: Fairy lights, Vending stalls (Vampiric emporium, etc.) and Festivals.
Better integration with Seasons: Vampires using umbrellas during day, water ballons next to the lake, rinks and food stalls spawning.
Plasma fruit recipes stalls spawning around
Vampires able to feed from absorbing energy
Lore about the town and the characters: Like Vladislaus Straud, Queen of Vampires, Duchess Lucine, the paintings' vampires
More townies: Miss Hell, Vasmer Balke, Maxis gallery vampires, etc.
Special NPCs giving quests:
1) A hopeless romantic vsmpire at the strange tree bench;
2) an ex-knight of the Queen of Vampire staring at her statue at the lake;
3) Ghosts of the mobs around Straud Manor seeking revenge.
Vampire clan/coven system like werewolves packs
Wolves spawning around maybe a lot challenge? Or a cross pack feature with Cats and Dogs

I don't think adding morr lots is possible without breaking the pack or spending too much on it, since that's what they say when people ask about making swimmable areas on worlds previous to Island Living. But i'd definetly like to see more of the fake houses arouns just to make it more homey, i think some of Willow Creek could fit well there.
About CAS i agree too. As a CAS mainly player i feel like even thought it makes sense to make the clothes be mostly historical but it isn't flexible enough. That's why i've been sharing many edgy clothes ideas through kits, like:
