@WaMardel Whilst I can't offer help in why this is happening, I can tell you that there are mods which allow for weather changing (personally I use the UI mod since it covers so much functionality not just weather wise) so you could always try that if you're willing to use CC
Thank you for the suggestion - I'll think about it. I do use a mod, though I don't like to use too many, this one might need to be used if Maxis doesn't fix this soon.
